You'd think they might allow Amphibians;

From the pictures, it is obvious that the center of the runway is lower than the thresholds.
After things dry out, the soil beneath the runway needs to be drained and compacted.
Then, the center of the runway needs to be raised to the same elevation as the TDZE.
End of problem.
I would bet that the Australian equivalent of FEMA has money for this.

Apparently as of today the airport is officially closed for a minimum of 20 days, no new fuel coming in, airspace now restricted to emergency helicopters within a radius of six nautical miles of the city.
